No, he's wrong. UK and US heavily favour the 360. Global data shows that both are basically even at software sales decrease (PS3 just a hair better). But, taking in account that 360 used to sell more software years ago (as shown by its higher total software sales) and now is selling less, numbers actually would suggest that 360 users are migrating to next gen sooner. But, it isn't a solid proof, it is anedoctal evidence.
