Seems to me knowing it's timed means people will mostly be willing to wait until it comes to their preferred platform.

Yeah, plus if it's going to come out head-to-head with Uncharted 4 I don't think it will have the system selling effect they desire.  Fans of the genre are going to be thinking "Do I buy an XB1 to play ROTR now, or do I buy a PS4 to play Uncharted 4 now and ROTR a bit later?"
