Forget budgets, look at the history.
In 230 years, America has been in 65 wars since the Revolutionary war. I think America took a short break after the first World War, but otherwise has regularly been in various conflicts, all around the world.
With a country that takes on the role of the world police, you can't really equate America with Peace.
