I asked the same to my friend... and I got a response (by the way I am trying to figure out who is going to win the bet ahead of you guys :D ).
1. It is a slip as Ubisoft Mexico has pulled the information already. The date is confirmed for November, but the actual day is still in the open
2. The global announcement will come soon as they get response from NOA and NOJ on something
