Livraria Cultura has pre orders opened for the game and there's nothing about these DLCs there... In fact, that was expected, since Wii U eShop isn't avaible for us until today, although Nintendo promissed at the beggining of the year that there would be both Wii U and 3DS eShop with prices in R$. Just remember that the 3DS one requires an international credit card, because the prices are shown in R$ but you have to pay in dollar.
I contacted Nintendo about the problem of having no Wii U eShop here, they said that software updates would be avaible for us, but paid DLC would have to wait until eShop comes out. By now, you can create an Canadian NNID and buy the stuff you want, just remember to never delete this NNID or your purchases will be unaccessible.
