Yep, pretty much.
And they're getting a bunch of gaming sites to spam articles about the "controversy." Pretty manipulative and dishonest presentation.
There are tons of multiplatform games that are advertised as if they are exclusives for Xbox, but people don't tend to recognize that. Plenty of people thought that Titanfall was an Xbox One exclusive, for example. [It's not available on PS, but it's not exclusive.]
