Just to correct you, so you don't have incorrect data. There are no import duties across EU, so goods (and XOne) can move from Ireland and Portugal to Greece and Bulgaria at no extra cost (except a few Euro for postage).

Also, you can access live from anywhere without restrictions, whether Tier 2, Tier 3 or no Tier at all. 

On 360 you can but not on Xbox one unless it was later added. I remember microsoft said last year Xbox live would only be available in 13 markets on Xbox one at launch. 

They changed that when they did their 24-hour check-in 180. It's the same as X360 since launch.
