Judging by the pictures from the launch, I would say no. Japan has always been a challenge for Microsoft, and they aren't going to change things by releasing an underpowered console (compared to the PS4) with fewer games available.
It's not helping that Sony just stole their thunder with the recent announcements this week, nor the fact that MS is skipping TGS. Nothing MS has done has given the Japanese gamer a reason to buy their console.
