There is a few things to consider with this.

-While a lot of these countries don't officially have the system available in them... they do, they have been importing units from their neighbouring countries as needed, as such the increase of the systems officially being available in those areas will come at the cost of the imports from outside, IE an increase of 0 units of sales in this situation.

-These are the countries that Microsoft knew the system would not sell a great number in, this same system which is pumping out 50k units per week in the countries where they figured it would be selling like hotcakes. Think about it, if the people MS thought would love the machine feel indifferent towards it surely you cannot imagine that their forcasts for the regions which they think already dislike the brand will dislike the new machine where it seems to be the hip thing at the moment to shit on.

and finally...
-China, you can't predict how they're going to take to the X1, in a sheer anti Japan move the thing could sell like hotcakes there, they could hate it.... there is just no telling what that region will do sales wise you would need an army of fortune tellers to even begin to guess.

Will sure be interesting to see how it gets taken into those "tier 2" countries, even being labeled as such would be a con to buying the machine imo.
