Honestly I think the future of Japan belongs to the next-gen Nintendo handheld (likely fusion platform). That will probably give you "console-like" games that are playable anywhere and have the full breadth of Nintendo's development support behind it (rather than being split between console/portable).

Throw in things that are likely to come like Youkai Watch 3 and Monster Hunter 5, and that system will own Japan I think in the future.

Casual gamers, females, and a chunk of the kids market will go tablet/smartphone only.

That will basically be the entire Japanese game market in about 4 years time.

Until that uncertain time, it looks like the PS4 is the place to go if you're into home console gaming in Japan. A japanese gamer, and who could blame them, wouldn't want to miss out on the next main FF, RE, MGS, KH, DQ and looks like you can add GTA to this list too.

To be honest most Japanese don't care. Gaming at home just isn't a big thing in Japan anymore, all those franchises were around last gen too and it was only really Wii Sports/Fit that grew the market temporarily. PS3 had most of those same franchises (and PS4 doesn't have Dragon Quest yet either, what was shown is not a traditional DQ game anymore than Dragon Quest Swords was for the Wii) too.

IMO PS4 won't catch even the Vita for a long, long, loooong time (if ever) in Japan.
