I think they're just doing this to boost 3DS sales and keep sales at a certain level until the successor is ready, so I don't think specs are a concern. We also have to keep in mind that Nintendo will want to use parts in the next handheld that will make porting and developing between console and handheld very easy and cost-efficient, so I don't know if the PICA would be the best choice for that if we're talking 2016-2020.
