Placeholder prices are there as a precautionary measure for retailers - so they don't get stung by pricing; to which they have to honour if its in their pre-order policy. The game (in the UK) will probably be priced around the same as a full game, or (more likely) slightly lower than rrp at ~ £40.

What if during the preorder period someone exceedes the £40? Will they be refunded?

Of course, I dunno who would be daft enough to pay £70 for a game.
