I think because it's more of a gimmicky version of the "old" 3DS and looks like a cash-grabbing move to make ppl who are already happy with their 3ds, to make a forced jump if they want to play exclusive locked content on this redesigned version.
If it was a new model, sure would make sense. But no, it's just an obvious cash-grab move from Nintendo this time. Sure people wouldn't be happy if they got a PS4 at launch and 3 years later Sony would release a new shiny Slim PS4 but with the clause that it would have exclusive games for the slim version.
