Can Smash DLC be done right? If so, how?

Which would be a rip off and complete bullshit. The Naruto fighting games have rosters of like 80+.

And there are some completely OP characters in the Naruto game roster. I don't think anyone will ever mistakenly say that Naruto games are balanced.
