Pokken Tournament is a "competitive action" rather than a "competitive fighting game."

Compare that to something like the Naruto fighting games. 

Still kind of easy. circle is primary attack, X is jump (or strafe if holding a direction), square is projectiles, and triangle followed by one of those previous commands makes the previous commands stronger. That is literally 100% of characters in Naruto.
