Only when they are finished and approved are they really deemed worthy of being added. They're now taking the time to work on these ideas to make them worthy of the game and the consumers money. Some ideas are scrapped at the end, so you can never be sure until development is finished.

As for why they didn't add them from the beginning, well then when do you stop and say this is enough and release the game? Because this may not be the only DLC they'll be releasing. We may get more the following year, and the year after, etc.
Look at Street Fighter 4 and it's updates for example. If they would have added the content of all 5 iterations of the game (Street Fighter 4, Super Street Fighter 4, Super Street Fighter 4 Arcade Edition,  Super Street Fighter 4 Arcade Edition v.2012, Ultra Street Fighter 4) into the very first one, the game launch would have been delayed by 3-4years, and the development budget would have been enormous, before they even knew if the game would sell well or not .
Mario Kart 8 launched with 32 tracks, which is standard for the Mario Kart series. perhaps they could have delayed the game for another year and added these characters, but then they would need to pay saleries to everyone fotr an extra year, and none of us consumers would be funding any of that, since the retail price would be the same. But lets say they do this, and then they decide to add more DLC, then some people would again raise the question of why they didn't add that DLC from the start. So where do you draw the line? The fact that MK8 did have 32 tracks is good enough for me.

But your post assumes DLC must be made. EAD Kyoto 1, instead of releasing this DLC collection, could have followed a number of alternate routes. It could have delayed the game to include this DLC content; it could have left the game alone and redeployed its staff and resources to other projects; or it could have incorporated the DLC into Mario Kart 9.
