This is doable IF the people behind it are actually earnest. They have to actually go out and buy the game themselves, and really canvas other Wii U owners to do the same. The only way games sell is IF get sold/bought, period.
As for Operation Rainfall failing.....what gave anyone that inclination. It's original purpose was to get Xenoblade published in the West, and Nintendo did that. Did they do it directly because of OR? Maybe not, but at the very least, OR DID let them know that there was definitely a sizable group of gamers who wanted it in NA. Other games got tacked on/added to the OR movement after the fact, as it went on. And the fact is, while Xseed did publish The Last Story and Pandora's Tower, not Nintendo, once again, OR made it clear that there WAS an audience for these games outside of Japan, and helped make it happen.
Furthermore, The Last Story sold over 600k copies worldwide, and just on what Xseed shipped alone, they said it was one of their most successful localizations ever. Xenoblade itself sold well over 850k copies, which is pretty damn good for a brand new jrpg franchise. If you hadn't noticed, Jrpgs not named Kingdom Hearts, Dragon Quest or Final Fantasy tend not to sell ALL that great (certainly not in the million+ range) in NA. That even goes for the Tales series. So considering both Xenoblade and The Last Story were totally new IPs, and fairly odd Jrpgs (both with very non-traditional gameplay), those two games sold RATHER well. And they also both happened to be considered two of the best rpgs of last gen, on any system, even PC.
Pandora's Tower was an afterthought, a NICE afterthought, but an afterthought nonetheless. It was far more obscure a title than either of the other two major OR candidates, and it was also released AFTER Wii U had launched, on a pretty much officially "dead" console. Yet it still sold near 100k copies in NA, and near 300k worldwide overall. That, again considering the circumstances, was pretty decent.
So I wouldn't say that OR "failed" by any real measure. It brought those games more exposure in the west, and let publishers know that gamers here wanted to play them. That's all it was meant to do, and it succeed in that.
As for getting Bayonetta 2 to sell 1 million copies? Compared to getting those three rpgs localized in NA, I'd say that was a far less ambitious, and perhaps far more do-able goal.
