It's purely conjecture, but it's not like he's going to release a press statement announcing he's destroying Western operations to consolidate power closer around himself. I think him appointing himself as CEO of NOA (when he admits he has no understanding of the West) is pretty suggestive he feels he needs to be in control of everything.
If you want to believe Iwata is doing a great job at attractive Western support then fair enough. It's pretty apparent to most onlookers though, that he is not.
