Probaly not. I think MS will publish the game and pay for the development. My guess is xbox then pc a year later.

That's what I'm thinking too. MS usually at least makes sure that their 3rd party exclusives are console exclusives. We've seen it before with Dead Rising 3, Ryse, Mass Effect, The Last Remnant and several other games. Xbox first, PC later, but no PS release (ME1 only made it to PS 5 years later when the whole trilogy was released on PS3).

We've seen plenty of timed exclusives for Xbox make it to Playstation. Oblivion, Mass Effect 2, Bioshock, Lost Planet, Eternal Sonata, Deadly Premonition, Tales of Vesperia, Star Ocean and so on.
