Completely different situations. Japanese consumers knew exactly what they were getting with Hyrule Warriors. Western Nintendo fans, I'm betting most of them will have no idea. They might buy it because it says Zelda on the box or they might avoid it because it's totally different from other Zelda games. How Nintendo advertises this could make a big difference. They highlight that it's a Zelda game, sales could go up. They highlight that it's a spin-off with different game-play mechanics and sales might drop. However, if they aren't really honest, it might hurt the brand and the overall reception of the game.
On topic, I think Hyrule Warriors did decent. The Musou fanbase simply isn't on the Wii U in vast numbers.
The big surprise for me was Frontier G doing that well on the Vita. Monster Hunter is ridiculous in Japan.
