I never managed to play much of X7, but X8 was a disaster of a game. The series has been on downward spiral since x5 (Which wasn't bad from a gameplay perspective. X6 on the other hand). The Zero games is pretty much the continuation you wanted. I'm sure Inafune would have had all snes games updated on PSP but Maverick Hunter X didn't sell well. Inafune was working on a first person shooter before he left, but it got canned with all his Megaman projects.
