No offense but did you even play Resident Evil 4? In the video you linked us too there was a complaint that the AI merely shuffles to the side when you aim a gun at them and nothing more, the exact same behavior as seen in RE4. The enemies mindlessly move toward your position, you can stand at the top of a ladder with a knife drawn and they will politely climb up and take a slash, again and again. They rarely think to throw their hatchets / sickles and even when they do they give up and slowly climb up the ladder / through the window and take their knife slash. That's hardly impressive AI for the Ganados, especially for a game that relies on so much combat with them. Then there is Mendez, if you stand just out of reach of his attack, he will end up in an endless cycle where he tries to take a swipe at you, only to fail. Instead of repositioning himself he just mindlessly swipes again and again while you poke him full of holes. I can not think of many other examples because I haven't played the game in years because frankly, it wasn't anything special. Neither the gameplay nor the "story" did much for me outside of the boss battles (the ones that actually worked correctly).

I'm sorry but I don't recall ever praising the enemy AI of RE4. It has its problems, most certainly yes but don't compare it to TLoU, a game released almost a decade later on much more capable hardware. Also, I don't ever recall a trailer for RE4 that featured AI that was later taken out and replaced with an inferior version.

I don't know why you are making excuses for Resident Evil 4's lousy AI. The Gamecube's hardware was not the source of the problem and many other games of the time had vastly superior AI. Additionally, where on earth in my post did I defend The AI in the Last of Us (I did not mention The Last of Us at all)? I was simply answering your question as to why Resident Evil 4's AI was terrible (it was and there was no reason for it to be nearly so stupid). It broke the immersion and dragged down the gameplay, both of which were very damaging to the overall experience.

What other games had 'vastly superior' AI at the time of RE4's release?

BTW, you want to talk about breaking immersion, you want to take a look at Ellie and how several enemies can neither see nor feel her. She can walk right in front of or even into enemies and they will pretend she's not even there. Gameplay-wise, Ellie was almost a non-factor.
