if it will be to close eg: 1.9x:1 or 2.0x:1 it will be ruled as a tie, because vgc is not that accurate. especially for software

I guess, so maybe we should have error margins of +-0.1 or so (so if it's between 1.9 and 2.1 we call it a tie.).
