Could say that about almost every game on the list. That's usually what happens with highly rated media.

2008 - Fallout 3 is the only game on there I really enjoyed. The rest range from trash (MGS4, Gears 2) to meh at best (LBP, GTA IV).
2009 - Batman was good, never played Dragon Age. Uncharted 2 was too scripted and linear for my tastes, MW2 too glitchy and unbalanced for my tastes, Ass Creed 2 too assy for my tastes.
2010 - RDR was incredible. Never played SMG2, the rest on that list sucked imho. God of War 3 was a decent rental.
2011 - Skyrim was a masterpiece. Never played Skyrim and like Gears 2, I got bored of Uncharted 3's scripted nonsense a few levels in and tapped out. Arkham City was disappointing imho.
2012 - Dishonored saves it from being a complete joke list imho. Especially the top one. Is it really even a game? There's so little gameplay.
2013 - Never played Gone Home. I enjoyed Infinite and GTA V, and LoU MP. SP was laughably bad though. I would probably give it to GTA V last year but who cares. This one was way more solid than all the other years.

I didn't like Fallout 3 & loved MGS4 & Gears 2.

You say UC2 is scripted, I say yes but uniquely scripted to blend cutscenes with the gameplay better than any game before it.
