I do think the XBO will do a great jump in the holydays, so this line of thinking can't be applied here IMO, this year I think they can even double that and reach 4M in Q4 while Sony goes for 7M. We know that consoles sell really well in USA at this point and XBO will get a lot of this sales, so I don't expect XBO to be like 2M at all because of that, not to say that is about to be released in some other countries as well.
To me PS4 ends this year with 17M and XBO ends 2015 with 18M (and PS4 over 35M). So that would be a no to your question.
But that's pure opinion as I know nothing about the future
