Europe has been a bigger market than the US for all PS consoles released so far. Now PS4 is 500k behind the US according to VGC.
We know for a fact that PS4 is undertracked by 40k in Germany alone, thanks to GFK. Rest of Europe and rest of the world being another 450k undertracked is no surprise then.
