Personally I considered it a Remaster. I didn't think they rebuilt the game from the ground up, instead taking what was there and improving it's quality. That's pretty much the definition of a Remaster I'd say. Ocarina of Time 3D is a Remake though, they completely rebuilt that game with a new engine and new assets.
