I feel like that's where Sony is planning on taking this service. PS Now being released on Vita, PS3, PS4, etc. is just a test for Sony to see how well the service works and if people are actually willing to pay for it.
I think Sony's ultimate goal is too use this service as a way for anyone to play any Sony game on a capable device, computers, TVs maybe even Phones if the hardware is capable (Which in a few years who knows, the technology could be as good as current consoles.)
There will come a time when consoles become obsolete and PS Now is Sony's solution to this future.
