Could George Romero had made a better Resident Evil than Paul Anderson?

I don't mean to be cruel, but I think almost any filmmaker could have made a better Resident Evil movie. Paul W.S. Anderson is a poor filmmaker and Resident Evil is one of his worst products. It's incoherent, noisy, and tedious.
