Because Nintendo does not give a fuck. Litterally. That is not a pro-nintendo nor and anti-nintendo statement, if they just don't want to give a flying fuck about something they wont, ''Oh but there must be a reason for...'' no, over and over again along the years they've showed they don't need reasons because they DON'T reason.
Your answer is, to put it in a not so deep metaphor: they do what they're in the mood for, and they are quite moody. We (i mean everyone) should know this by now
