No they both got the same ratings, MGS2 got a 96 above all GTA's according to Metacritic.

Yes, thats MGS2, MGS3 has a score of 91, so average wise, GTA is still higher. But both MGS4 and GTAIV will get scores  of 90+ so really, not gonna matter too much =D any game 90+ is a must play to me really. I have both of these games on pre order already, so they can get +1 to sales for me haha.
