I have it on my comp, had a mess around with it, just seems like an early development version running a dolphin debugger.
In essence, it's actually a tool from the SDK that should not have been left there, so a more interesting outcome would be if the tool could be used to make other games run natively, the dolphin emulator team have already, long ago, ripped the exe and plugins apart for ways to improve their emulators performance.
