Easier means that the developer does not have to spend as much resources getting the PS4 to their target compared to the other systems. I believe this is where you are getting confused. Everything a developer does is time, material and resources. All of those play into how much it cost to create a game. Most developers only have one team and they do both games at the same time. If one platform reach target faster than the other than those people are moved to the other platforms so they can reach target.
@Bolded: Do we not have a game already that either looks or plays better on the X1 compared to the PS4. I will research this one as I thougth I read this on digital foundry. Either way, yes, what you say probably will happen but the question is will it be at a significant margin that anyone really cares. In most face-offs, the 360 had such an advantage but in reality, it did not make a difference to PS3 gamers.
Basically the question is will 3rd party developers take the extra time, effort and resources to make the PS4 games better than the X1 and what I am saying is no. 3rd party developers will not take the extra effort. They will have a target for both platforms and if one get their before the other then resources will be shifted to the other platform.
