That's what wi-fi is for.

You cannot access the e-shop over 3G. 3G is only good for VERY light web browsing; for downloads the speeds will be absmal. The minimum acceptable speed for light gaming online and downloading games would be HSPA+ (AKA 4G, non-LTE), and the sensors for that would just push the price up $20-40, not to mention paying for a plan. If you are using the e-shop, you are going to burn through hundreds of megabytes of data, if not more than a gigabyte, and a plan for that would be $10-20 per month, minimum.

Outsourcing that cost to retail games would be such a terrible idea. Most users would never bother playing online or downloading games online (at least not to an extent worth paying for), so all users will have to take the price hike for a service only a small minority will ever use to any relevant extent.

I would be fine with them having 2 different version, one with 4G and one without, but whoever purchases the 4G version should be ready to pay a monthly price and not demand that Nintendo incorporate the price into game cost.
