As breedinbull says, it's money. Microsoft chose to fund the game and thats why it is exclusive. Money..Money....MONEY!

If they wanted to retain the IP and keep their indie status, they could've done what almost every other indie dev has done and self fund/self publish or find funding elsewhere, but microsoft paid, the end.

It's obviously because of money because that is the whole reason we have this whole industry where all thes company make mony with and  even if the cloud stuff is true since money would be the problem for Insmoniac to build such an infrastructure on their own BUT if you think that you have a new game which could transform in a successful IP it makes a lot of sense to chose once a huge publisher instead of going "the indie way" with your first release and publish it on your own. If Sunset Overdrive will be a great game, sales will profit a lot because Microsoft is the publisher. Then with SO 2, 3  and so on, they could self-publish it and these games would profit a lot from the success of the first game.

If they would already releae their first game self-published, chance is very high that it would never get the attention so that there would be maybe not even a chance for SO 2 and 3. It's simply not a game which looks as if it could be an indie hit from alone even if it would get a 95 Meta. 

Sunset does also look more expensive as the "average indie game" so that I doubt that it would be so easy to get enough money through Kickstarter or whatever your idea is...
