It is a strong possibility, but I think the console found its baseline (around 5.000) until a new game comes out that can push it up again.
The 5k limit is a psicological line, it really does not matter if it sale 5.100 or 4.900 it is still a low number, but it looks worse when you cross a mental barrier.
