I don't think so. I mean, of course he'd continue ruling, but once the Arab spring would have started, the Iraqi people would want to bring a revolution to their own country and see a new government and person in power. Saddam wouldn't let those people protest and would've just got rid of them. I mean, he's already done it many times before when he was in power. So in the end, Iraq may have end up in a  similar situtation which Syria is in right now.
