Well that part makes perfect sense. It's an allegory, much like the original Wizard of Oz and Dorothy's silver (not ruby!) slippers: silver represents the wealth of the elite - which is clearly powerful - but also its illusory and transient nature, e.g. bankruptcy, stock market mechanations, or a proletariat uprising.
