They will go with the same routine they have been following since Gamecube.
It will be more powerful than the 8th Gen but weaker than the 9th Gen. Similar to how Gamecube, Wii, and Wii U were: "stronger than previous gen and weaker than next gen".
As for handheld, it will be more powerful than the Vita, but worse than the next Ps handheld.
Guess that's my prediction due to what they have been doing for 14 years now. Unless something surprising happens ^^ .
