It's trending somewhat below PS3's 2012 numbers, which sold 12.2m for the year.
PS4 might have a better holiday than PS3 back then and Destiny and GTAV will help. So let's say it does sell 12m. That would put it at 16.5m.
I think 17m might be a bit difficult. 16m is very possible though. It's gonna be around there somewhere.
