Nope.
MK was broken due to a combination of factors. Multiple jumps+quick air attacks+disjointed hitbox+high priority specials+gliding. Kind of a perfect storm of cheesiness.
As for Bowser's success in the tournament, he didn't beat anyone who was really good. There were only a few matches I believe, a couple against Toon Link, and a couple against Sheik. The toon link player vastly overused Dair which is very punishable. Dunno if the sheik player was the same in both matches, but in the first one, they played a fairly effective keep away game and won. In the second one, Sheik randomly threw out FSmashes.
Bowser should be better. He runs faster, his dash attack is better, and his new B/Dair leave him far less vulnerable in the air. But, smart players should still be able to juggle him, and he still has limited options to deal with projectiles on larger stages like FD. He's certainly better, but there is nothing about him that seems particularly broken or tricky. He'll have a lot of success at first while people try to play against him like they did against Brawl Bowser, but once people realize that he's not totally defenseless in the air, they'll adjust. Hopefully he'll be mid tier, maybe upper mid, but I can't see him as higher than that.
