There's this thing called modesty, which will never die. Many people believe that modesty was a very important factor in human evolution.
Besides, how many half naked men do you see in public unless you're at the beach? If we can, doesn't mean we do. I do it more often than most but I still don't do it unless it's a little isolated like when hiking in the hills or jogging on the river banks.
And how many women do you actually want to see naked? If I saw topless grannies everywhere I wouldn't even want to look at breats anymore. How would their boyfriends and girlfriends feel if they think, rightfully, that they have exclusive rights to enjoying the view? What about the fear of pedophilia if children can do it to? (and if they can't, how the fuck are the right equal?) What about the fear of rape?
