It depends... if you're counting 3DS sales probably yes, but if you count just the Wii U version no way.
Also, I still think it's going to sell less than Brawl, SSBB was hyped a lot more (and probably too much) and for a period of time, having a SSBB original copy was the only way to install the homebrew channel (and Nintendo set the cost of SSBB to 100€ at the time for this reason, clever move in my opinion), I'm sure this helped it a lot.
