What VC games are the Wii U missing, not including N64/GCN/DS games?

It has to be something to do with Rare. It couldn't be a coincidence there are no Rare games available on the Virtual Console.

I'm not entirely convinced it has to do with Rare only because if that were the case, the Donkey Kong Land games wouldn't be getting released on the 3DS (they released the first one in Japan in April and I'm pretty sure the second one has since been released too)...

It might not have anything to do with anything, but it certainly adds to the curiosity of the situation...
