Perhaps. It's hard to tell. This game has such a huge budget though that they might not even bother giving DLC out for a smaller fee.

Shame, it could've been something like GTA Online was. An occasional free DLC map and content. You'll see that the OP weapons and armors will be inside the expensive DLC.
