Yeah. Its surprising cause the game has been in development for so long. Guess all the money is going into marketing the game. 

They said they would release some big DLC every 3 months, so Im guessing theyre holding back on content....

The thing is that it won't be free DLC like GTA Online is doing. And we still don't know how much content the DLC will bring.
