Sure they can. They're encountering many of the same problems that Atari did during its heyday, albeit with some additional problems tacked on. We saw what the solution was back then. In fact, it'd be easier for Apple to enforce the solution, since it has a closed system.

Whether it cares enough to is another matter entirely, of course.
