There is zero question they are set in the same universe.

In Assassins Creed, Olivier Garneu is the director of Abstergo Entertainment. You see and interact with him multiple times. Part of the way through the game he leaves to go to an investors meeting in Chicago.

In Watch Dogs when you complete the final optional Criminal Convoy your target is Olivier, and he's being transported by Abstergo gards. Assassins Creed IV and Watch Dogs are happening simultaneously. I doubt the games will ever cross paths but there is zero debate whether they are in the same universe considering literally a major character in AC4 appears in Watch Dogs exactly where he should be when he leaves AC4.

Yep. Its funny though. Blume wants complete control through cameras and privacy invasion and abstergo is out to control the world. I'm wondering if they are out for the same interests since Oliver Garneu became a liability and was killed on his business trip. The crazy part of it all is that we don't know who the protagonist of Assassins Creed IV is. He's annonymous. I even went to the mirror in the bathroom to get a reflection and the bastards at Ubisoft didn't give him one. Assholes. Blume has to be connected to Abstergo since we got the tip about the rise of Blume in hacked Abstergo emails and yet they were involved in Garneu's death. I hate assassins creed. They always pique my curiousity even when I want to give up on the franchise. Damn them and their bad writing that ends up just being good enough to get me to want to play again.
