Being "able" implies that they didn't did it because they couldn't, but we know that's not the case.
So far, iwata seems more interested on localising stuff. Rusty baseball comes to mind, where they really took a effort to change everything to western culture. Now pokemon games have the same release date worlwide, and MK8 even almost had. They are even localising stuff that that they didn't published in japan, like hyrule warrior, braverly default, fantasy life. Besides that, they care a lot about regulamentations, so, unless the whole world adopt a international standard in classification, i really doubt that nintendo will change its posture(they problably fear that some kids could use this to play games forbidden in some countries).
Also, there was rumors that the reason why MH decided to go with 3DS and nintendo was because sony was not really willing to support a release outside of japan(MH3U was published by nintendo in europe). Of course can be more than that, but some companies would problably think twice in investing on localization a title if they were not really sure that there would be no way of those new consumer could not alreadly bougth the game by another means.
Don't get me wrong, i'm not saying that i agree. i just don't have faith will do anything just because everyone else alreadly did.
