"basically the same in overall structure" - meaning, you have a starting location where you get a starter pokemon, then go through various battles with regular people and the evil team. Every once in a while, you face off against a more powerful opponent, and after beating them, you get access to more than you had before. The game culminates in a final battle sequence that involves beating multiple strong opponents in a row, after which there is post-game content. And the actual gameplay is mostly the same, with the only difference being the added "shadow pokemon" mechanic. XD especially did this, by even having the local Pokemon Professor specialising in something that was peculiar to the region (in this case, Shadow Pokemon), some "pre-gym" locations, and a final sequence that involved a location not unlike Victory Road.
All that's really missing is the gym system.
And you keep saying they won't do it, in absolute terms... but you have yet to provide any reason, any justification for that statement. If it's just your opinion, then this is one place where you should use appropriately opinion-y words.
